Korea winter travel starts in November with late foliage and seafood season

At 7 p.m. on Saturday, November 7, the main show of the 21st Busan Fireworks Festival lights up the sky over Gwangan Bridge. It is the first big event of the 2026 Korea winter travel season. November is still autumn on the calendar, but the last foliage peaks in the southern mountains while oysters, gwamegi (half-dried Pacific saury) and yellowtail start arriving from the southern coast. For trip planners, that makes November the practical start of winter. This guide is based on public information checked through October 30, 2026, and events without confirmed dates are marked as such.

Start with the leaves. According to a roundup citing the Korea Forest Service forecast, peak foliage is expected on November 4 at Naejangsan in North Jeolla Province and on November 6 at Hallasan on Jeju Island. Here, "peak" means at least 50% of the leaves have turned. The private forecaster Weather-i puts both later, at November 11 and November 13. The Korea Meteorological Administration (KMA) uses an 80% threshold, so the three sets of dates are not directly comparable. Checking the KMA's live foliage status a few days before you leave is the most reliable approach.

The Jeju Olle Walking Festival covers 11.5 to 13 kilometers a day over three days along the island's northeastern coast. Advance registration closed on October 9, so check the Olle Pass app to see whether on-site registration is available. This is also the last edition in the current mass-walk format. Starting next year, the festival is reported to switch to a 25-day event that moves through 23 routes in sequence.

You can watch the Busan fireworks for free from the general areas of Gwangalli Beach. Organizers say there is no dedicated parking near the venue, so the standard route is Exit 3 of Gwangan Station on Busan Metro Line 2. Early-bird reserved seats went on sale on August 26 and sold out within a minute. If you plan to eat raw oysters or gwamegi on the trip, our guide to norovirus prevention during Korea's raw oyster season is worth a read first.

December belongs to Seoul's light festivals

According to the Seoul Metropolitan Government's festival portal, the Seoul Winter Festival runs from December 11, 2026 to January 31, 2027 at seven sites including Gwanghwamun Square. Within it, Seoul Light Gwanghwamun runs from December 11 to January 3, 2027, from 5:30 to 10 p.m., with a media facade show projected onto Gwanghwamun Gate and a New Year's countdown. The festival also includes the Gwanghwamun Market, the Seoul Lantern Festival along Cheonggyecheon Stream, Seoul Light DDP, SEOULCon and the Seoul Plaza ice rink. Dates and hours for the individual programs had not been published as of October 30. Some overseas travel sites list a December 4 start, but the December 11 date on the city's official page is the one to go by.

According to a December events roundup by the travel site Lacha (as of September 28), the Hangang Christmas Market is planned for Ttukseom Hangang Park from December 18 to 27, and SEOULCon runs at Dongdaemun Design Plaza (DDP) from December 29 to January 1. Christmas falls on a three-day weekend, Friday December 25 through Sunday December 27, so popular spots will be busy. Plans for the December 31 Bosingak bell-ringing ceremony and the Lotte World Tower countdown have not been announced yet.

Which region should you pick?

Go to Seoul for city lights at night, the southern coast and Jeju for seasonal food and walking, and Gangwon Province for snow scenery and winter sports. The table below includes only confirmed schedules.

Last season, Mona Yongpyong and Phoenix Snow Park opened on November 21, 2025, High1 Resort on November 28 and Vivaldi Park on December 5. As of October 20, 2026, none of the resorts had announced this season's opening dates. The Hwacheon Sancheoneo Ice Festival, known for ice fishing for mountain trout, ran from January 10 to February 1 in 2026, and no 2027 opening date has been set. Hwacheon County is reviewing a plan to raise the hands-on program fee from 15,000 won to 25,000 won while returning 15,000 won as local gift vouchers.

Winter factors first-time visitors tend to miss

Temperatures vary a lot by region, even within the same province. Based on KMA climate normals for 1991–2020, the average January low in Gangwon Province is -3.8°C (25°F) in coastal Sokcho, -9.3°C (15°F) in Chuncheon and -12.2°C (10°F) in the Daegwallyeong highlands. If you are heading into the mountains for snow, pack an extra layer. We could not verify reliable November and December normals for Seoul, Busan and Jeju for this article, so check the KMA website for those.

November 19 matters for travelers too. That is the day of the CSAT, Korea's national college entrance exam, which about 550,000 students take and which the whole country works around. According to Korea JoongAng Daily, all takeoffs and landings nationwide are banned during the English listening section (1:10 to 1:35 p.m.), and the government plans to ask public institutions and companies to push back start times to 10 a.m. or later. If you are flying or riding the subway that morning, build in extra time.

Gist7's take: how to read winter festival listings

Many winter festival articles list last year's dates as if they were this year's. We sorted the events in this guide into three groups: confirmed (official city pages or announced in news reports), planned (still at the organizer's planning stage) and not yet announced. Book flights and hotels around the confirmed dates first (November 7, December 11 and December 25–27), and hold refundable reservations for events that are still pending. That order carries the least financial risk.

Four things to watch: ski resort opening dates, likely by mid-November; program-by-program schedules for the Seoul Winter Festival; this year's dates for the Tongyeong oyster and Pohang gwamegi festivals; and the 2027 opening date of the Hwacheon Sancheoneo Ice Festival. Any one of these could change your plans, so check the official notices again before you leave.
